Conversations of late with Mr. T. W. Mitchell, (the Gentleman at present acting as Sheriff and Assistant Magistrate) on the state and prospects of this Colony, and have found him
possess more than ordinary knowledge of its affairs. Mr. Mitchell has been
many years in China and first employed in the Diplomatic Department under the Foreign Office as Assistant at the Amoy Consulate from whence he was removed
in
consequence of a number of young
